NAT hasn't nothing to do with where you are located. It's about how well your communication is and how many packet losses are occuring.
Have you tried placing the PS3 in the DMZ of your router? Also, I would try enabling the UPnP in your router. It can help a lot with these issues.
As for the Vonage not being able to setup a static IP, you would need to get into you gizmo to set the IP, which I'm guess Vonage may not let you. Some VOIP carrier give you limited access for stuff like that. Overall, it's not a big deal unless you need to open ports or but the gizmo into the DMZ and you have to restart your router or something and you end with a new IP on the gizmo.
