Everything you pointed out about how MS handles the community is absolutely right on the money. E3 was no different. I couldn't believe the people we ended up chatting with and the amount of love that was shown for the community. I never thought I would ever be in the same room let alone actually talk with Peter Moore.
I agree with your XNA Express assessment. This has the potential to be HUGE! Allowing a gaming community to actually hammer out games is awesome. I can't wait to see what comes of it. I only wish I actually knew some C# so I could actually play w/ it myself.
