But news from the latest issue of PSM UK appears to indicate that the PS3 version of Grand Theft Auto IV is going to be superior to the one on Microsoft's console. The magazine refers to the lack of a hard drive on the Core version, along with the DVD player as a "restraint".
There certainly seems to be plenty of little details being thrown into the fourth true iteration of the ten-year old franchise, including a wide variety of behaviours from NPCs, and several unconfirmed multiplayer modes, but the article also reveals one of two interesting notions.
First of all is the apparent restraint being placed on Rockstar North thanks to Microsoft's decision to release the harddrive-less Core version, something that the Oblivion team at Bethesda Softworks can no doubt relate to. The Xbox 360's DVD player is also cited as something of a restraint in the article too.
Looks like PlayStation 3 is going to be the best way to visit Liberty City. link

It should be noted, however, that Houser elaborated that both the Playstation 3 and Xbox 360 have their share of challenges. As Houser put it, "both have their own particular pleasures and pains."
Also, food for thought, the only version of Grand Theft Auto IV being shown to the press is running on an Xbox 360.
So, to answer the post title: No.

Granted there have been a few games that only work with the HDD, but I don't think Rockstar wants to eliminate potential buyers. Quote: |

| Unfortunately that is how it works. That is typically the major drawback of having a multi-console game, having to make it work on both systems instead of taking the time to take advantage of the best aspects of each system. Basically if it was 360 only it would probably be better on the 360, if it was PS3 only it would probably be better on the PS3 as well. | | |

Also yeah in another post here, I did comment that when a game is made for multiple systems it ends up suffering in quality due to having to code it for 2 different things. Most great games are exclusive to 1 system, specially if they have a shared release. | I don't think so as there are some games that don't work without a HDD, but true not many at all. Plus developers probably don't want to eliminate sales by making it not work on a HDDless system.

I asked my buddy who works at Rockstar (not the New York studio) about this situation. Actually it was more how are mutliplate form games designed--one sytem and ported to the other or both systems at once. Most of the games are written in C++. The games don't get platform specific untill they're coding the engines that deal with controls and the specific hardware.
