I will switch around a roll to "over the top" in my house, in a heartbeat! My main reason is that the next sheet is closer to me if I'm standing up to grab a few sheets to blow my nose. ("Over the top" also keeps the sheets away from the wall.) If I don't have to lean over for something, I won't.
What's funny about this topic, is that my old preacher and I had a brief discussion over this. He said that he and his buddies did a tensile strength test, back in college, and found that "over the top" was not as strong a "from the bottom". I've never tested it that way, but I always make sure the roll spins freely on the spool.
