I know that companies like apitek make a very cheap helmet cam type of thing that is meant for kids so you probably wouldnt want to go that route but I believe that with the right parts a helmet cam setup could run you quite a but especially because not a lot of consumer quality cameras come with video in. At least not that I know of.
