Hmmmmmm. I respectfully disagree here. The multiplayer I've played on COD3 is nothing short of brilliant, IMHO. I know you are talking graphically... just remember that gameplay is the most important factor out there for what I would consider a majority of users. COD3 runs great right out of the box, and is super fun online. Sure, the game could be more perfect graphically, but it's pretty much dead on in the fun side. I don't consider it rushed at all.
