As long as they don't do Liberty City, I think you have a shot. Since Rockstar is New York, they've always based Liberty City on New York (besides the fact that one of New York's nicknames has always been Liberty City) but I think they finally had the chance to realize it fully with GTAIV. Although, with the success of this game, I have a hard time thinking they're going to leave the city behind.
That dude wasn't complaining either, he was just pointing out the shit you could
never do in NYC, like jog in Times Square, because of all the slack-jawed yokels gazing up at the pretty buildings.
I've yet to really take the subway in this game though, although I do rely on taking the cabs (then taking my money back) because you always wish you could do that in real life.
