I started sprinting down the road and punching people to get them chasing me. Smacked a cop and he started shooting at me, so I grabbed the nearest vehicle - a FAGGIO - and got my 500 ft (or yard, whatever) wheelie cheevo while being chased (and eventually ran over by) cop cars. Yes, since the other parts of the city are closed off, you'll automatically get a six star rating if you try to cross, either by bridge or water. One of the bridges has a pedestrian walk over (the "Brooklyn" bridge), and there's a pistola up there. If you can get to that point & manage to dodge the heli fire, you may be able to get that 10 minute achievement - there's not much cover, tho.
